BMW is currently planning to go from 1 million EV sales right now to 2 million by 2025.

It's unclear when they will go to completely electric sales only, but BMW will certainly push to double the EV options they produce now within the next few years. It's also true that about 70 percent of their current sales were for hybrids and not all-electric. However, BMW's plan to go to 2 million is purely for electric vehicles.
BMW still believes that they will need to sell hybrid vehicles for a while yet before they completely shift over to all-electric sales. The issue is that their customers still don't largely have easy access to charging stations. The company very much sees this as a process. They are starting out with focusing on lowering emissions through modernizing vehicles that use fossil fuels, stepping toward hybrids, and other in-between options before going fully electric.
BMW has been focusing on multiple different technologies for some time now instead of looking only at EV options for reducing emissions. The company is against full bans on combustion engine cars in general.
This is why their focus is on getting to 50% for sales around the world to be fully electric by 2050. Their plans beyond this goal are limited by infrastructure. They have said that without enough charging stations through countries like the U.S., it will be difficult for them to rise any higher. Customers simply won't be interested enough in purchasing these vehicles in less there are enough places for them to charge up.
This could certainly change with the times, however. There are infrastructure plans in the works to add more and more charging stations to encourage customers to purchase these kinds of EV options instead of continuing to rely on gas cars.
